Tax relief for pensioners | Public Eye Daily

MASERU- Parliament last Friday passed a Bill that would see pensioners receiving tax exemptions on 25 percent of their terminal benefits.

Commending the ?giant step? taken by finance minister Timothy Thahane that resulted in the passing of the Bill, the Lesotho Workers? Party leader Mr Macaefa Billy said the exemption would go a long way in assisting lowly-paid textile industry employees when they eventually retire.

?Initially, we were seeking the Minister to come-up with special legislation that would see factory workers? severance pay not being taxed, as they are among the lowest paid employees in this country. But this legislation is still most welcome,? said Billy, when addressing the august house.

According to Billy, workers in the textile sector had always complained that they ?go home with nothing due to the heavy taxation of their pension.?

?That is why this Bill is such good news.?

The caretaker president of the National Independent Party, Mr Kimetso Mathaba, in his address before the House, said the passing of the Bill would ?change lives?.

?All pensioners will rejoice when they hear about this good news. I believe we should strive to ensure the pensioners? lives are more comfortable by eventually removing all the taxes they have to pay,? said Mathaba.

The Lesotho Congress for Democracy member of parliament, Mr Nkhet?e Monyalotsa, also commended minister Thahane for delivering on the promise he made in last month?s national budget speech?that of alleviating the pensioners? burden.

Meanwhile, according to a ministerial brief on the Bill, the finance ministry Principal Secretary, Mr Mosito Khethisa, pointed out that pensioners had, for quite a long time, complained about the heavy taxation of their terminal benefits.

?The Bill attempts to exempt from income tax, 25 percent of employees? basic salaries earned throughout their service. New Bill Will Degrade Special Education in Wisconsin ? Larry ...

SPECIAL NEEDS VOUCHERS BILLS ARE BEING FAST-TRACKED NOW IN MADISON. DISABILITY GROUPS CONTINUE TO OPPOSE MODIFIED BILLS ?? CONTACT YOUR LEGISLATORS NOW!

New education bill AB110?takes?funding for special-education services and educators from public schools, allows voucher schools to hire non-certified special-education teachers and services, and does not provide suitable?funding to address the needs of moderately to severely disabled students.?Skip to the bottom of this message for a call to action, or keep reading for more details on this fast-tracked legislation. AB 110?degrades?the quality of special education for students in public and voucher schools.

Background: This past fall, AB110 was introduced in the Wisconsin Assembly. During the public hearing, all disability groups in Wisconsin opposed the bill. Legislators from both sides of the aisle recognized that this bill would not pass.?Rep. Litjens, the sponsor of AB 110, has submitted a rewritten version.?Disability groups in Wisconsin continue to oppose it for?many reasons ??described below. The biggest problem: the bill does not require private schools to have any special educators or related services expertise (e.g.,therapists) on staff. Sen. Vukmir has introduced the same bill in the Senate as SB 486.?AB 110 will be voted on by the Assembly Education committee?TOMORROW @ 10 AM. No testimony is taken during this hearing. Although no official announcement has been made, it looks like SB 486 will have a hearing during the afternoon of Feb. 28th.
The funding mechanism in AB110/SB486?is highly problematic:

  • Wisconsin does not fund special education students on a per pupil basis. AB110 does does, withdrawing per-pupil funding for collectively used services such as teachers, aides and therapists, from public schools, making it more likely that special-education students in public schools will no longer receive the services they need.
  • The bill does not provide a tuition cap: students with moderate to severe needs will not receive a voucher?that?covers?the full cost of their education.

This will have three negative effects:

??????????These students will be unlikely to find voucher schools that will serve them for the amount of their voucher.

??????????The voucher program will likely appeal to families whose children have less complex disabilities, leaving?increasingly underfunded?public schools?with a higher proportion of students?with the most complex needs.

??????????Low- and possibly moderate- income families who seek to attend a private school which has a tuition higher than the voucher amount will be unable to use the voucher, resulting in vouchers simply serving to subsidize families who can already afford to send their children to private school, rather than giving the monetary choice to families who cannot afford to do so.

While disability groups appreciate the reference to implementing the child?s most recent IEP, that reference becomes less relevant the longer the child remains in the private school (which the bill gives them a right to do through graduation or age 21 whichever comes first). In addition, there are no legal rights that go with that obligation. In other words, what happens if the child?s IEP is not implemented? The bill provides no remedy for that. Finally, as pointed in in point 4, below, without special educators on staff, how can parents have any confidence that private schools can actually implement their children?s IEPs?
This new bill does not require private schools to use DPI certified special educators or service providers.

Although the technology is still emerging, it certainly has the opportunity to change the way consumers shop. Brands and marketers are beginning to see the potential of mobile bar codes and are using them in their marketing strategies.

?The immediacy of being able to purchase something you see advertised in a magazine or other out-of-home signage allows consumers to conveniently purchase the product on-the-spot, without having to search or step foot into a store,? said Nicole Skogg, CEO of SpyderLynk, New York .

?We believe that the use of mobile bar codes overall, especially mcommerce-enabled bar codes, will continue to grow as consumers become more familiar with the technology,? she said. ?Adoption rates will also continue to grow as marketers think more strategically about the use of bar codes and become more focused on delivering value.

?Well-executed, mobile bar codes drive consumer consideration and help position a brand as relevant and enticing. Poorly executed mobile bar codes, at best, serve to frustrate consumers and, at worst, are ignored all together.?

On the go shopping
Last year, Toys R Us rolled out a virtual store that let consumers scan QR codes featured on billboards and shop the company?s 2011 Hot Toy List.

On-the-go commuters and travelers in the New York metro area were encouraged to take part in the initiative. The billboards were located in John F. Kennedy International Airport, LaGuardia Airport and nearly 40 NJ Transit Stations feature the showcased items (see story).

Most recently, Glamour unveiled its Apothecary Wall that features products from Unilever and Juicy Couture.

?Placement is critical to success in adoption rates,? Ms. Skogg said. ?One of our key messages to our clients is that the placement of a mobile bar code will drive usage.

?Engaged media such as magazines, email, online and street teams at events will drive higher response rates than passive media such as event displays and out-of-home signage like a billboard ? which is typically passed by rather than viewed from a closer proximity while standing still, making it difficult for consumers to engage,? she said. ?There are much more creative ways to deploy bar codes with the Apothecary Wall being an excellent example.

?Glamour?s innovative use of the Apothecary Wall allowed them to extend the reach of the magazine, while making it fun for consumers to shop on-the-spot. By recreating a shopping isle with a 2D design, the Apothecary Wall was intuitive, approachable and easy for consumers to interact with.?

Mitochondria, tiny structures within each cell that regulate metabolism and energy use, may be a promising new target for cancer therapy, according to a new study. Manipulation of two biochemical signals that regulate the numbers of mitochondria in cells could shrink human lung cancers transplanted into mice, a team of Chicago researchers report in the journal FASEB.

Within each cell, mitochondria are constantly splitting in two, a process called fission, and merging back into one, called fusion. Before a cell can divide, the mitochondria must increase their numbers through fission and separate into two piles, one for each cell.

By reversing an imbalance of the signals that regulate fusion and fission in rapidly dividing cancer cells, researchers were able to dramatically reduce cell division, thus preventing the rapid cell proliferation that is a hallmark of cancer growth. Increasing production of the signal that promotes mitochondrial fusion caused tumors to shrink to one-third of their original size. Treatment with a molecule that inhibits fission reduced tumor size by more than half.

"We found that human lung cancer cell lines have an imbalance of signals that tilts them towards mitochondrial fission," said Stephen L. Archer, MD, the Harold Hines Jr. Professor of Medicine at the University of Chicago Medicine and senior author of the study. "By boosting the fusion signal or blocking the fission signal we were able to tip the balance the other way, reducing cancer cell growth and increasing cell death. We believe this provides a promising new approach to cancer treatment."

"This could be a potential new Achilles' heel for cancer cells," said the study's lead author, Jalees Rehman, MD, an associate professor of medicine and pharmacology at the University of Illinois at Chicago. "Many anticancer drugs target cell division. Our work shifts the focus to a distinct but necessary step: mitochondrial division. The cell division cycle comes to a halt if the mitochondria are prevented from dividing. This new therapy may be especially useful in cancers which become resistant to conventional chemotherapy that directly targets the cycle."

The researchers found that the mitochondrial networks within several different lung cancer cell lines were highly fragmented, compared to normal lung cells. Cancer cells had low levels of mitofusin-2 (Mfn-2), a protein that promotes fusion by tethering adjacent mitochondria, and high levels of dynamin-related protein (Drp-1), which initiates fission by encircling the organelle and squeezing it into two discrete fragments. The Drp-1 in cancer cells also tended to be in its most active form.

The researchers tested several ways to enhance fusion and restore the mitochondrial network, both in cell culture and in animal models. They used gene therapy to increase the expression of Mfn-2, injected a small molecule (mdivi-1) that inhibits Drp-1, and used genetic techniques to block the production of Drp-1. All three interventions markedly reduced mitochondrial fragmentation, increased networking and reduced cancer cell growth.

Although the authors identify mitochondrial fission and Drp-1 activation as a potential therapeutic target in lung cancer, "this is not a cure," Archer emphasized. The treatment drastically reduced tumor size but the tumors did not completely disappear. They continued to use high levels of glucose as fuel, a hallmark of cancer metabolism that can be seen on PET scans. "This remnant could be either a central cluster of cancer stem cells," Archer said, "or an inflammatory response, the immune system infiltrating the tumor."

"Inhibiting mitochondrial fission", Archer said, "did not show any significant toxicity in mice or rats, so we are quite optimistic that our findings can lead to the development of novel, clinically feasible therapies."

The substances used to block fusion are commercially available for research purposes, but they have not been tested in humans. Mdivi-1 has been used in animals to prevent kidney injury.

Although the focus on mitochondria is fairly new to cancer biologistsdespite a flurry of interest in the 1920s stimulated by the German Nobel Prize laureate Otto Warburgthis organelle has long been a central focus for physicians and scientists interested in muscle biology, especially cardiac muscle.

Archer, a cardiologist, specializes in pulmonary hypertension. In this disorder, as in cancer, excessive cellular growth causes disease. The death of his cousin and close friend from lung cancer made him start thinking about the connections. Rehman is a German scientist and became interested in studying mitochondria after reading some of the historical Warburg papers in German.

The fact that two cardiologists, Archer and Rehman, decided to study cancer and collaborated with a team of basic scientists, a cancer physician and a pathologist is "an indicator of how interconnected modern biomedical research has become," Rehman said.

Award-winning R&B singer Robin Thicke was arrested for marijuana possession after he was spotted smoking pot in a car on a New York City street on Thursday, police said.

Thicke, 34, was seated in a Cadillac Escalade driven by another person near Third Avenue and East 21st Street when he was seen lighting up a joint, police said.

"He was observed smoking marijuana and was found in possession of marijuana," a police spokesman said.

Grad student report aims to raise awareness about mental illness

A UW-La Crosse student report could change the way people think about mental illness, improve treatment and help prevent it. Tara Delong, who is in UW-L?s Master of Public Health in Community Health Education Program, recently published a report, ?The Burden of Mental Illness: A Report on La Crosse and the Surrounding Region,? covering the costs and challenges the La Crosse area faces in tackling mental illness.

Ever wonder what it would be like to have your most beloved Broadway musical burst into life right in your own living room? That?s what happens to a secluded musical fanatic who innocently settles in to enjoy his favorite cast album one day. Surprise! Suddenly the full-fledged musical production catapults into the confines of his home, telling the boisterous ballad of a brazen Broadway starlet seeking to find, and keep, her true love. A tribute to early American musicals of the Jazz Age, ?The Drowsy Chaperone? will leave you yearning for an unannounced visit of your own.

?The Drowsy Chaperone? will run at 7:30 p.m. Friday and Saturday, Feb. 24 and 25, and ?Thursday through Saturday, March 1-3, with matinee performances at 2 o?clock Saturdays, Feb. 26 and March 4, in Toland Theatre, Center for the Arts.

Riley named CSAH dean

Bruce Riley has been named dean of UW-L?s College of Science and Health (CSAH). Riley began working at UW-L in 1985 as an assistant professor in mathematics and was promoted to the rank of professor in 1993. He chaired the mathematics department from 1996 to 2009 before being appointed interim dean of CSAH.

Hallock named head volleyball coach

Lily Hallock has been named UW-L?s 10th head volleyball coach in school history. Hallock replaces Sheila Perkins, who following her 18th season as head coach retired from coaching in November 2011 with 392 wins, the most in school history. Along with serving as volleyball coach, Hallock will be an instructor in the Exercise Sport Science Department.

Ecumenical Ash Wednesday church services will be held at?noon and 5 p.m. Feb. 22, at the Roncalli Catholic Newman Center, 1732 State St. The noon service will last 45 minutes to enable students and faculty to attend 1 p.m. classes.?The services are sponsored by Crossroads Campus Ministry, Lutheran Campus Ministry and the Roncalli Catholic Newman Center.

UW-L is one of many local organizations that participate in the monthly ?Jeans Day? sponsored by the La Crosse Tribune. Most Accessible Award Ceremony is Feb. 27

Winners of the Most Accessible Awards for 2011 will be honored at the?29th annual Most Accessible Awards Ceremony Monday, Feb. 27, in Port O? Call, Cartwright Center-Gunning Addition. A reception with refreshments begins at 4 p.m. Chancellor Joe Gow will provide opening remarks at 4:15 p.m. Guest speaker?Patricia Ardonvino, Recreation Management /Therapeutic Recreation, will talk about veterans returning to school.?Awards will be presented at 4:40 p.m. A sign language interpreter will be provided.

Students Advocating Potential Ability (SAPA) hosts the ceremony annually to recognize faculty and staff who have demonstrated a commitment to helping make UW-L accessible to students with a disability. During the 2010 calendar year, students with disabilities who use services through the Disability Resource Services (DRS) Office nominated a faculty member, a staff person and a department to be honored. Asian-American stereotypes is focus of public Feb. 28 presentation; combating racism in education is topic of Feb. 29 professional development talk

John Palmer will be on campus Feb. 28 and 29 to talk about stereotypes and racism.

John Palmer, an associate professor of Educational Studies at Colgate University (New York), will discuss how the mainstream media in the U.S. portrays stereotypes of Asian-Americans.

In his public talk, ?Karate Chops, Geishas, Nerds, & Asian Invasion: Reflections of a Corean Adopted American,? from 7-8:30 p.m. Tuesday, Feb. 28, in Valhalla, Cartwright Center-Gunning Addition, he discusses how stereotypes damage and limit identity. He also will offers tips on self-empowerment and challenging oppression stemming from stereotypes.

From?8:15-10 a.m. Wednesday, Feb. 29, Palmer will talk about combating racism in education in a professional development?presentation for faculty, staff and community leaders.

?Multicultural Anti-Racist Educators in a 21st Century Diverse Globalized Society: Taking on the Resisters, Naysayers and Preaching to the Choir? will be held in Valhalla, Cartwright Center-Gunning Addition.

Palmer will address how he, as a professor in the field of social and cultural foundations of education, teaches anti-racism and anti-oppression at a predominantly white and economically privileged U.S. university. He also shares suggestions for developing new policies that aim for a future educational system that encompasses global peace, harmony and empowerment of its students.

UW-L students will?receive the UniLOA?survey via email this week. The survey measures college students??growth, learning and development. The survey typically takes less than 20 minutes to complete.?Students will receive an analysis of their responses that can be used to facilitate discussions regarding their personal and professional development. Hate incidents and all manifestations of prejudice and intolerance are contradictory to UW-L?s mission as a university and a community and threaten each?individual?s?right to a safe living, learning and working environment. Because of this, the?Hate Response Team was formed in 2005 to provide an outlet to share and address incidents of hate and prejudice, and ultimately better understand UW-L?s campus climate.

To provide more transparency on what?s happening on campus, the Hate Response Team has changed and updated the website. Stay informed and do your part through any or all of these avenues:

  • Like the?Campus Climate?Facebook?page to?receive monthly updates.?In addition to highlighting initiatives, posting events, creating dialogue, and raising awareness around various climate issues, the?Facebook?page also outlines the number of hate incidents reported each month.
  • Familiarize yourself with the Hate Incident Report Form and file a hate incident report if you experience, witness or learn about hate or bias. To file a report visit the?Campus Climate website and click on ?Hate Incident Report Form.?
  • Learn about The Civility Project, the newest initiative to assess campus climate, which currently features the?Civility Report Form. Through the form, the team monitors occurrences of civil and uncivil acts and responses, and collects data to grow as a campus community. A Girl Scout Troop from Emerson Elementary School was on campus Feb. 15 for its??International Thinking?Day? celebration.?Assistant Director of International Education Jason?Kouba?gave the girls a tour of the OIE. Then Modern Languages Assistant Professor?Jean?Janecki?talked with?them about Argentina, where?Janecki?s?daughter lived and traveled. Physical therapy club donates cash and time to Special Olympics

UW-L?s Pre-Physical Therapy Club presented a $2,000 donation to La Crosse Special Olympics and Recreation Programs Feb. 6. Funds were raised through massage sales, T-shirt sales and club dues.?The club plans to volunteer at other Special Olympics events and continue fundraising for future donations.

Physical Therapy Program Director?Michele Thorman says the club is ?a spirited group who embrace service and their goals of becoming PTs.?

The club meets every other week and includes more than 100 undergraduates who want to learn about careers in physical therapy. The current club president is?Brianne Wienkers.? John Willson, Health Professions/Physical Therapy, is the club supervisor.?Find out more about the club here.

OCW group thanks campus community with Valentine?s Treats

UW-L?s Organization for Campus Women shared more than 300 homemade sweet treats with the campus community Valentine?s Day at its Bake for Drake event in Port O? Call, Cartwright Center-Gunning Addition.

?What made the event so rewarding,? says OCW President Maggie?McHugh, ?was watching as Drake students came in and greeted each other with?hugs and found out where one another was living for the remainder of the semester.?

The students were so appreciative of the goodies and ? probably more so ? of the food and ability to reconnect with one another, she notes.

Through its ?A Day of Giving? food drive, the OCW collected more than 700 non-perishable food items from the campus community. Drake Hall residents were encouraged to take what they needed. The rest was donated to UW-L?s Helping Our Own campus food pantry.

Drake Hall resident Leah Piper, who?s temporarily living in Reuter?Hall, says the event and the campus community support have made the transition easier. ?I was just so impressed and delighted to see all of the food and all of the help that went into donating and making the food,? Piper says. ?The transition has been hard for many, but it is things like this that make it a bit easier on all of us.?

Refreshments will be served.?Steger?will speak about Arctic preservation at?7:30 p.m. in Valhalla, Cartwright Center, Gunning-Addition.?He aims to empower people around the world to take action on global warming solutions.?A question-and-answer session follows the presentation.
