France targets deficit cut with tax-hiking budget

PARIS (Reuters) - President Francois Hollande's Socialist government unveiled sharp tax hikes on business and the rich on Friday in a 2013 budget aimed at showing France has the fiscal rigor to remain at the core of the euro zone.

The package will recoup 30 billion euros ($39 billion) for the public purse with a goal of narrowing the deficit to 3.0 percent of national output next year from 4.5 percent this year - France's toughest single belt-tightening in 30 years.

But with record unemployment and a barrage of data pointing to economic stagnation, there are fears the deficit target will slip as France falls short of the modest 0.8 percent economic growth rate on which it is banking for next year.

The budget will also disappoint pro-reform lobbyists by merely freezing France's high public spending rather than daring to attack ministerial budgets as Spain did this week in a bid to avoid the conditions of an international bailout.

"This is a fighting budget to get the country back on the rails," Prime Minister Jean-Marc Ayrault said, adding that the 0.8 percent growth target was "realistic and ambitious".

"It is a budget which aims to bring back confidence and to break this spiral of debt that gets bigger and bigger."

With public debt at a post-war record of 91 percent of the economy, the budget is vital to France's credibility not only among euro zone partners but also in markets which for now are allowing it to borrow at record-low yields under two percent.

The government said the budget was the first in a series of steps to bring its deficit down to 0.3 percent of GDP by 2017 - missing an earlier target of a zero deficit by then.

Of the total 30 billion euros of savings, around 20 billion will come from tax increases on households and companies, with tax increases already approved this year to contribute some 4 billion euros to revenues in 2013. The freeze on spending will contribute around 10 billion euros.

FEARS OF EXODUS

To the dismay of business leaders who fear an exodus of top talent, the government confirmed a temporary 75 percent super-tax rate for earnings over one million euros and a new 45 percent band for revenues over 150,000 euros.

Together, those two measures will bring in around half a billion euros. Higher tax rates on dividends and other investments, plus cuts to existing tax breaks will bring in several billion more.

Business will be hit with measures including a cut in amount of loan interest which is tax-deductible and the cutting of an existing tax break on capital gains from certain share sales - moves worth around four billion and two billion euros each.

Four months after he defeated Nicolas Sarkozy, Hollande's approval ratings are in free-fall as many French feel he has been slow to get to grips with the economic slow-down and unemployment at a 10-year high and rising.

Data on Friday confirmed France posted zero growth in the second quarter, marking nine months of stagnation, as a pickup in business investment and government spending was offset by a worsening trade balance and sluggish consumer expenditure.

Despite a rise in wages, consumers - traditionally the motor of France's growth - increased their savings to 16.4 percent of income from 16.0 percent a year earlier. In another setback, other data showed consumer spending dropped 0.8 percent in August.

"Altogether the data paint the picture of a stagnating economy," said BNP economist Dominique Barbet.

BNP Paribas economist Helene Baudchon said the deficit was likely to come in above 3.0 percent due to the weak growth outlook. "As things stand, achieving a deficit of 3.3 percent would in itself be a remarkable outcome," she said.

Romney: If I'm elected, don't expect huge tax cuts

Mitt Romney says Americans shouldn't expect a big tax cut from him if he's elected president, because the nation also has to think about how to tame out-of-control federal deficits.

Wednesday's comments could be a nod to the scope of those proposed deduction eliminations.

Yet, according to a recent independent analysis, such a plan could result in the unpopular prospect of a net tax decrease for the wealthy and a net tax increase for the middle class.

In general, many tax experts endorse the concept Romney is talking about: reducing tax rates while also reducing or eliminating many deductions or credits to "broaden the base" of income that is subject to taxation. The idea is that a simpler tax code will be more efficient at both gathering federal revenue and stimulating strong economic growth ? even if the reform makes no change in total federal revenue.

The independent review of Romney's proposals, released in August by the Tax Policy Center in Washington, did not claim to be an official "scoring" of the plan, because "certain components of his plan are not specified in sufficient detail." But the analysis did examine the implications of key Romney ideas. Those include the 20 percent cut, being revenue neutral, eliminating the Alternative Minimum Tax, and maintaining current tax breaks for savings and investment.

Even if Romney completely eliminates remaining tax breaks for high-income households, the net effect effect would be a tax decrease for them, the study concluded. Meanwhile, the reductions in tax breaks on other households would be large enough to result in a "net tax increase" for them, it added. Otherwise, it concluded, Romney's goal of revenue neutrality wouldn't be met.

The candidate's comments Wedensday, which offered no new details about his tax plan, leave this math question about deductions unanswered.

"I don?t interpret this as evidence that Governor Romney wants to increase taxes on the middle class in order to cut taxes for the rich, as an Obama campaign ad claimed," Tax Policy Center director Donald Marron wrote in a blog shortly after the controversial study was released. "Instead, I view it as showing that his plan can?t accomplish all his stated objectives."

But a Romney adviser this week suggested that there could be another solution. In a debate between economic advisers affiliated with the two presidential campaigns, pro-Romney economist Kevin Hassett echoed the thought that Romney would put a priority on not raising taxes for the middle class.

Mr. Hassett, an American Enterprise Institute economist and an informal adviser to Romney, predicted that if the Romney math doesn't add up, Romney's response would be to scale back the cut in tax rates in order to avoid asking middle-class families to provide more tax revenue.

Barnes & Noble takes aim at Amazon, Apple with HD Nook tablets

NEW YORK (Reuters) - Barnes & Noble Inc took a shot at archrival Amazon.com on Wednesday, unveiling its own lighter and thinner hi-definition tablets that can accommodate multiple users in a bid to win a bigger share of the exploding tablet market.

The largest U.S. bookstore chain introduced the new devices with price tags ranging from $199 for a 7-inch Nook HD tablet with 8 gigabytes of memory, to $299 for a 9-inch Nook HD+ tablet, similar in size to Apple Inc's market-leading iPad, with 32 GB of memory. IPad prices are roughly twice as high for similar devices.

The new Nooks are the latest entrants in the fight for sales of tablets and e-readers - and the digital content like books, movies and magazines that goes with them. Barnes & Noble has staked its future on its digital business as the company faces an overall industrywide drop in the sales of physical books.

"A key growth area is to get their existing customer base onto the digital platform," Forrester Research analyst Sarah Rotman Epps told Reuters, saying the new devices were competitive with similar products by Amazon in terms of features and pricing.

Barnes & Noble faces formidable competition from Amazon, which can use its Prime shipping service and amazon.com site to draw users, and the iPad, which has sold in the tens of millions of units.

To keep pace, Barnes & Noble added innovative features that would allow each a family to share a Nook tablet, with each user able to create a home page and customize preferences, the first table to do so. There are also parental controls that can prevent kids from reading "Fifty Shades of Grey" or go shopping on the digital store.

The company is also launching a new video-streaming and download service for Nook, narrowing the gap with Amazon and Apple, which offer more content on their devices.

At a media event in Manhattan on Tuesday, officials said the company had emphasized features such as image resolution and page-turning technology given the needs of its basic customers, book and magazine readers.

"We are playing in the tablet space, but reading is at our core," Barnes & Noble Chief Executive William Lynch told Reuters in an interview on Tuesday.

The 7-inch tablet weighs 11.1 ounces. Its larger sibling is 18.2 ounces, making it lighter than the iPad and making them both more appropriate for reading, he added. The iPad weighs about 23 ounces.

The top U.S. bookstore chain launched its first Nook device, a basic e-reader, in 2009 and has held its own with deep-pocketed rivals Amazon, Apple and Google Inc. That success has allowed it to garner as much as 30 percent of the U.S. electronic-books market.

Barnes & Noble's new devices, available for pre-order on Wednesday, will ship in October and be in U.S. stores in November. They will be on sale in Britain beginning in late November at chains including Sainsbury's and Waitrose.

Price wars with Amazon have been bruising, but Lynch was undismayed: "We're growing the digital content portion of the business, and that's where we envision making our economics," Lynch said.

Last quarter, Barnes & Noble lost business when it didn't have enough Nook devices that allow for reading in the dark. Lynch said the company is now producing HD tablets in numbers sufficient to meet what it expects will be strong demand during the holiday period.

"We believe we'll gain significant share in the tablet category, and we've planned for that from a production standpoint. I believe these are going to be hot holiday gifts."

Microsoft has purged the Metro name from most of its developer documentation, but it lives on in the official guide for browser developers (including Google and Mozilla) who are developing Metro-style enabled desktop browsers. These are curious hybrids that will run both on the traditional desktop and as Windows 8 full-screen apps. Here?s a snippet or two from that documentation, last updated August 16, 2012:

In Windows 8, the browser that the user sets as the default for handling web pages and associated protocols may be designed to access both the Metro style experience as well as the traditional desktop experience.? This type of browser is called a Metro style enabled desktop browser.?

Chrome 21, the current shipping version of Google?s browser, already supports Metro mode. With this version, setting Chrome as the default browser changes its Start screen icon to the Windows 8 style. Clicking that icon takes you to the Metro-style browser; to switch to the desktop browser, you have to go to the desktop and click the Chrome icon there.

But Chrome version 23 (currently available via the Dev channel) changes this behavior significantly. Setting Chrome as the default browser changes its tile to Metro style. New options on the Chrome menu let you switch back and forth between Metro and desktop versions, reopening all current tabs in the other environment. The Start screen tile remembers your choice, so clicking it takes you to the environment you were last using.

I was able to install extensions in the Metro version of Chrome 21, but they lived in a separate profile from the desktop version. By contrast, extensions I installed in either version of Chrome 23 (Metro or desktop) showed up when switching browser modes. That?s a noteworthy differentiator between Google?s Metro browser and Microsoft?s plugin-free Internet Explorer 10 for Metro.

Changing the default browser to Chrome was more confusing than it should be. See the gallery for details of how this process works.

Boost for carbon capture from new non-toxic absorber

LONDON (Reuters) - Researchers have created a new material that could solve some of the problems holding back projects to combat global warming by capturing and burying carbon emitted from power stations.

The material, made from aluminum nitrate salt, cheap organic materials and water, is non-toxic and requires less energy to strip out the carbon when it becomes saturated, the scientists said.

Carbon capture has not yet been proven on a commercial scale and pilot projects have been hindered by concerns that the ammonia-based materials, or amines, used to absorb carbon can themselves produce toxic emissions.

They are also expensive and need large amounts of heat to boil out the carbon so it can be taken away and stored.

The researchers say their new absorber, dubbed NOTT-300, could overcome all these problems.

"I feel this can been viewed as a revolution to a certain degree," Sihai Yang from Nottingham University, who worked on the project, told Reuters.

"It is non-toxic, and zero heating input is required for the regeneration. There is promising potential to overcome the traditional amine material on both environmental and economic grounds."

Timmy Ramirez-Cuesta, who worked on the project at the ISIS research center at the Rutherford Appleton Laboratory in Oxfordshire, said the new material could simplify carbon capture by using interchangeable filters.

"When the material is saturated, the exhaust gases are diverted to the second container where the process continues," he said."The full container is disconnected from the system and the CO2 is removed using a vacuum and collected. The regenerated container can then be reconnected and used repeatedly."

The team, which also included scientists from the University of Oxford and Peking University in China, say the new material captured close to 100 percent of the carbon dioxide in experiments using a cocktail of gases.

Although the rate could be lower in the "dynamic conditions" of a real power station, it should still be over 90 percent, which is a key test for the viability of an absorber.

The material can pick up harmful gases, including sulphur dioxide, in a mixture, allowing others like hydrogen, methane, nitrogen and oxygen to pass through.

It does, however, absorb water vapor and the researchers are doing further work to overcome the problem, which could reduce its performance with CO2.

Martin Schroeder at Nottingham, who led the research, said NOTT-300 could also be put to use in gas purification. Natural gas often contains 10 percent of carbon dioxide impurity which needs to be removed before it can be used.

The scientists said they are working with companies in the carbon capture business on commercializing the new material.

The research was published in the journal Nature Chemistry.

Our skin tans in response to an injury, which can occur from exposure to the sun or exposure to the bulbs in tanning booths.

The skin darkens by producing more pigment to protect itself from exposure to ultraviolet rays, proven carcinogens.

The carcinogens are responsible for creating three types of skin cancer:? melanoma, basal cell carcinoma and squamous cell carcinoma.

On their list of protective actions to take to avoid over exposure to UV rays, the Centers for Disease Control and Prevention and the National Cancer Institute had only three words of protective advice regarding indoor tanning: ? ? ? ? ??Avoid indoor tanning.

Three types of skin Cancer

Melanoma, pictured above, is characterized by the uncontrolled growth of pigment-producing tanning cells.? It?s commonly found on the upper backs of men and women, on the legs of women, but can occur anywhere on the body, including as cancer of the eyeball, known as ocular melanoma.

Over 73% of skin cancer deaths are caused by melanoma.? In its advanced state, it spreads to internal organs.

People in southern areas where sunlight is more intense are more likely to develop the disease than those in northern areas.

It?s also linked to excessive UV exposure in the first 10 to 18 years of a young person?s life.

Basal cell carcinoma is a red, ulcerated lesion surrounded by a white, pearly border.? It?s the most common form of skin cancer and is rarely fatal, but it can be highly disfiguring if allowed to grow without treatment.

Squamous cell carcinoma is the second most common form of skin cancer.? It may first appear as a patch of scaly eczema and later as a sore from which a tumor may appear.

It kills approximately 2500 people each year in the US.

Indoor tanning exposes users to both UV-A and UV-B rays and is especially dangerous for younger users.? Those younger than age 35 who begin using tanning beds have a 75% higher risk of melanoma than those who start later in life.

Though tanning booths operate on a timer, the exposure to UV rays varies based on the age and type of tanning bulbs.

32% of non-Hispanic white women aged 18-21 reported using indoor tanning an average of 28 times in the past year.

Among non-Hispanic white adults who used an indoor tanning device in the past year, 58% of women and 40% of men used one 10 times or more.

Non-Hispanic white women aged 18-21 residing in the Midwest (44%) and non-Hispanic white women between ages of 22-25 in the South (36%) were most likely to use indoor tanning devices.

New research indicates that those who make just four visits to a tanning booth per year increase their risk for melanoma by 11%, and their risk for the two most common forms of skin cancer, basal cell and squamous cell carcinomas, by 15%.

As noted earlier, at greatest risk of developing skin cancer are those who begin using tanning booths between ages 10-18.

Green Blog: Shell to Test Capturing of Carbon in Canada

oil sands production less polluting, Royal Dutch Shell announced on Wednesday that it would go forward with the first carbon capture and storage project ever tried in the fields of western Canada.

The announcement of the Quest project after years of study comes just months before Washington will reconsider whether to approve the Keystone XL pipeline to increase imports of heavy oil from the oil sands. Environmentalists have fought the project, arguing that refining and burning oil from the oil sands emit far more carbon than conventional oil.

The project, which is scheduled to begin operations by 2015, is intended to capture and permanently store underground more than a million tons of carbon dioxide a year, which Shell estimated was equivalent to taking 175,000 cars off the road. Carbon capture projects have lost favor in recent years because of concerns about their heavy costs, which have typically been subsidized by governments.

The Shell project, with an estimated cost of about 1.35 billion Canadian dollars ($1.36 billion), will be heavily subsidized by the Canadian federal government and the provincial government of Alberta, which together are putting in 865 million Canadian dollars (about $874 million) over more than a decade.

Shell said it was hoping to reduce the carbon emissions from a treatment plant in Scotford, outside Edmonton, that processes extra-heavy oil called bitumen so it can be shipped to refineries in the United States.

?We recognize that our growth requires that it be accompanied by improved environmental management,? said John Abbott, Shell?s executive vice president for heavy oil, at a news conference in Calgary, Alberta. ?Quest is a very big part of that.?

Mr. Abbott said that Quest would reduce the emissions from the Scotford plant by 35 percent and demonstrate the technical viability of carbon capture and storage techniques. He added that it would help lead to wider application ?through the energy industry and other sectors in the years to come.?

Canada is already the top source of imported oil for the United States and currently produces more than 1.7 million barrels a day of synthetic crude from oil sands. The country?s leaders hope to more than double oil sands production by 2025. To accomplish that, they need the Keystone XL pipeline ? which would run to Gulf Coast refineries ? to export more oil to the United States, or they must build an alternative pipelines to Canada?s western coast to export the crude to Asia.

President Obama rejected TransCanada?s application for a permit to build the 1,700-mile, $7 billion Keystone XL pipeline in January, but the Canadian pipeline company is reapplying for a permit. Mitt Romney has said he will approve the pipeline if elected president. An improved environmental outlook for oil sands might well encourage President Obama to reconsider his initial rejection.

On Wednesday, TransCanada proposed a new route for the pipeline to avoid an environmentally sensitive region of prairie and sand dunes in Nebraska, reducing the length of its transit across the Ogallala Aquifer.

?We know the world is watching,? Ken Hughes, Alberta?s energy minister, said at the news conference. ?We are deeply committed to reducing our greenhouse gas emissions.?

The Canadian government estimates that carbon emissions from oil sands production and refining has declined by roughly 40 percent since 1990, but the process remains more carbon-intensive than for all but the heaviest conventional crude oils produced around the world.

Canadian and American environmentalists have been opposed to oil sands development because of concerns over pollution and the destruction of natural habitat for hundreds of bird species in the Canadian boreal forest. But at least some Canadian environmentalists have expressed support for the Quest initiative.

?We see it as one tool in the tool kit that we need to tackle climate change,? said Ed Whittingham, executive director of the Pembina Institute, an influential Canadian environmental group. ?We have been critical of oil sands but we are supportive of C.C.S.,? he added, using shorthand for carbon capture and storage.

But Kate Colarulli, deputy director of the Sierra Club?s Beyond Oil campaign, said the project would not change her opposition to the pipeline.

?It?s a lot of taxpayer money spent on greenwashing,? she said. ?The truth is there is an environmental Armageddon happening in northern Alberta. There are also questions about whether these gases can be safely stored underground.?

The Quest project will pipe liquefied carbon dioxide to injection wells and then store the substance nearly a mile underground under multiple layers of rock and mineral formations. The oil sands will originate from the Athabasca Oil Sands project, a giant mining endeavor operated by Shell in a partnership with Chevron and Marathon. The companies have not disclosed how much money they will invest in the project.

Graham van?t Hoff, Shell?s executive vice president for carbon dioxide and alternative energies, said in an interview that it was important that Canada make a large financial commitment because ?there is not yet the economic justification on this scale of abatement.?

?Government subsidies are needed to get things off the ground,? he added.

Iain Pyle, an analyst at Sanford C. Bernstein in London, estimated that the project would probably break even with the government subsidies. ?It?s more a move to improve the environmental impact of the oil sands,? he said.

Disease

A disease can be an abnormal condition affecting the body of an organism. It is often construed to be a medical problem associated with particular indications and signs. It may be caused by external factors, such as infectious disease, or it may be caused by inner complications, such as autoimmune diseases. In people, "disease" is normally used more broadly to refer to any problem that causes pain, dysfunction, distress, social issues, or death to the person afflicted, or similar problems for those in contact with the person. Within this wider sense, it sometimes includes injuries, disabilities, disorders, syndromes, infections, isolated symptoms, deviant behaviors, and atypical variations of structure and function, while in other contexts as well as for other uses these could be considered distinguishable categories. Fitness comprises two relevant concepts: general fitness (a state of health and wellbeing), and particular fitness (a task-oriented classification based on the ability to perform specific aspects of sports or occupations). Fitness is normally achieved through proper nutrition, exercise, and enough rest.

Fitness has been defined as a group of attributes or characteristics that people have or achieve that relates to the ability to perform physical exercise.The above mentioned explanation from Physical Activity and Health: A study of the Surgeon General is the most common currently used definition of physical fitness. In previous years, fitness was generally defined as the capacity to carry out the day?s activities without undue fatigue. In current contexts, physical fitness is known as a measure of the body?s ability to function efficiently and effectively at work and leisure activities, to be healthy, to resist hypokinetic disorders, and to fulfill urgent situations.

Health is metabolic efficiency. Sickness is metabolic inefficiency. No one is totally healthy or completely sick. All of us is a unique combination of health and sickness. And each of us has a special combination of abilities and disabilities, both emotional and physical.

More than 100,000 Syrians fled country in August

BEIRUT (AP) ? More than 100,000 Syrians fled their country in August, the highest monthly total since the crisis began in March 2011, the U.N. refugee agency said Tuesday.

That exodus sharply increased the number of Syrians now living in neighboring countries, bringing the total number of refugees to 234,368 in the past 17 months, the agency said.

Along with activists' reports that the death toll in August was also the highest in the civil war with 5,000 killed, all signs are pointing to unprecedented levels of misery in a country where President Bashar Assad's regime is fighting an increasingly violent rebellion.

"If you do the math, it's quite an astonishing number," U.N. refugee agency spokeswoman Melissa Fleming said of the number of people who fled in August, speaking to reporters Tuesday in Geneva.

"And it points to a significant escalation in refugee movement and people seeking asylum, and probably points to a very precarious and violent situation inside the country," she said.

But even the August figure only counts refugees who are registered and those awaiting registration. Officials acknowledge the real number of Syrian refugees is likely way above 200,000, because tens of thousands are believed to have not yet contacted authorities.

The uprising began with largely peaceful protests of Assad's regime but has turned into a civil war that activists say has killed at least 23,000 people.

U.N. Secretary-General Ban Ki-moon accused both the Syrian government and the opposition of large-scale human right violations and failing to protect civilians fleeing the country.

"Prisoners on both sides are subject to harsh treatment and, often, torture," Ban said in a speech before the U.N. General Assembly. "There have been alarming reports of summary executions on both sides."

As Syrians look to escape the bloodshed, Assad told the head of the International Committee of the Red Cross on Tuesday that the group is welcome to operate in Syria ? as long as it remains "neutral and independent," state media reported.

Assad has accused the international community of conspiring to unseat him.

ICRC spokeswoman Rabab al-Rafai did not give further details about Assad's meeting with Peter Maurer in Damascus but said the Red Cross chief also met Deputy Foreign Minister Faysal Mekdad and the head of the Syrian Arab Red Crescent.

"President Assad confirmed Syria welcomes the humanitarian operations that the organization is conducting on the ground in Syria as long as it works in a neutral and independent way," the state-run SANA news agency quoted Assad as saying.

Maurer's three-day visit, which began Monday, comes as the need for humanitarian assistance grows increasingly urgent.

According to the U.N. refugee agency, there are now more than 80,000 Syrian refugees in Turkey, where the borders remain open, and there is a backlog of 8,000 Syrians waiting to be processed at the border, Fleming said. Jordan has more than 77,000 Syrian refugees; Lebanon has more than 59,000; and Iraq nearly 18,700, according to the agency.

Inside Syria, the fighting has spread to the two largest cities ? the capital of Damascus and the commercial hub of Aleppo.

The U.N.'s World Food Program spokeswoman Elisabeth Byrs said more than 264,000 people are taking shelter in public buildings in the Aleppo region ? about 200,000 in rural areas and more than 64,000 in the city.

Byrs said her agency is scaling up operations to provide food urgently needed by 1.5 million people this month, mainly in areas where there has been fighting and people have been made at least temporarily homeless.

Abdul-Qadir Saleh, the commander of the Tawhid Brigade that is spearheading the Aleppo offensive, said rebels control most of the city, Syria's largest.

"The regime only controls 30 percent of Aleppo," Saleh told reporters in Istanbul. He added that regime forces are attacking certain sites to try to "turn civilians against the rebels."

Saleh's claim could not be independently verified, and the government says its troops are advancing in the city.

Activists also reported scattered violence in Idlib in the north, in Daraa in the south and in the Damascus suburbs.

The head of the main Syrian opposition group called for a massive aid program to help rebuild his country in a post-Assad era, warning that a lack of economic development would open the door to extremism.

Abdelbaset Sieda, the head of the Syrian National Council, told a meeting of Syrian opposition representatives and diplomats that a reconstruction program similar to the one after World War II would be needed.

Assad's regime has devastated the public finances and institutions to such an extent that Syria won't be able to rely immediately on oil revenues and taxes to rebuild, Sieda said in Berlin.

The working group on economic rebuilding, which Germany chairs with the United Arab Emirates, is designed to address how to prevent the collapse of basic services and infrastructure and how to revive the economy in a post-Assad Syria.

Unlike neighboring Iraq, Syria lacks vast oil reserves that could kick-start the economy and help finance the reconstruction of infrastructure damaged in the fighting.

Syria used to produce?about 380,000 barrels of oil a day, of which 250,000 were for local consumption and 130,000 for exports. By comparison, oil giant Saudi Arabia produces about 10 million barrels a day.

A fifth meeting of the U.N.-sponsored Syrian Humanitarian Forum ? made up of hundreds of nations, regional groups, U.N. agencies and non-governmental organizations ? is planned for Friday in Geneva.

Ban said more than 2.5 million people inside Syria need assistance, along with those who have fled to neighboring countries. He urged donors to come forward, saying the U.N. appeal for $180 million is only half-funded.

Microsoft releases Windows Server 2012

REDMOND, Wash. (AP) ? Microsoft Corp. on Tuesday is releasing the first major update to its server operating system since 2009, a prelude to releasing Windows 8 to consumers in October.

Microsoft says Windows Server 2012 adds features that make it easier to manage large clusters of servers in data centers remotely. The Redmond, Wash., company is trying to capitalize on the industry trend toward "cloud computing," where computing tasks are spread out over many servers, accessed via the Internet.

The latest major update to Windows Server was the 2009 release of the second version of Windows Server 2008.

A developer preview version of Windows Server 2012 was released last year.

Windows Server 2012 runs on standard Intel-style processors and drops support for Itanium processors, a moribund processor line made by Hewlett-Packard Co.

How to Hire an At-Home Caregiver

When your parents start struggling with everyday tasks, hiring a home care aide can help them remain in their home -- and take some pressure off the rest of the family. Here's help on finding the best care possible.
What is a home care aide?
At-home caregivers fall into three categories: certified nursing assistants, home health aides, and personal care attendants. Certified nursing assistants (CNAs) have some medical training and must pass an exam to get a license. They generally work under the supervision of registered nurses. CNAs can check vital signs, care for wounds, and help your parents with everyday activities like bathing and eating (you'll often hear these referred to as "activities of daily living," or ADLs). Home health aides generally assist with ADLs. And personal care attendants (PCAs), also sometimes called personal companions, assist with household chores like cooking, cleaning, and shopping. The job descriptions of these caregivers can overlap considerably, and they're often referred to interchangeably.
Your first hiring decision: agency versus independent
Hiring a home care aide through the classifieds or word of mouth is usually the least expensive option. But you should know that it might create unexpected liabilities for your family, which legally becomes the employer. For example, you'd be held liable for any costs related to an injury that happens on the job, including medical expenses and disability payments. This may not apply if you hire your worker as a contractor, but having a "freelance" aide rather than an employee may not create the long-term solution you're hoping for -- high turnover plagues this industry. That said, hiring someone on your own can be a good idea if you have a personal connection or a strong endorsement from a friend.
If you hire an at-home caregiver through an agency, hourly rates tend to be higher (often significantly higher), but the agency will pay the FICA taxes, cover the worker's liability insurance, and fill out the W-4 and W-2 forms. "Once you factor in taxes and insurance, it really comes out to close to the same price," says Jacqueline Dollar, a geriatric care manager in Des Moines, Iowa.
Also, because an agency has a stable of caregivers, you might be able to try out a few and find just the right aide for your parents. "With an agency, you also have the right of refusal," says Anita Silverman, a geriatric care manager in Lake Worth, Florida. "The agency can replace the person if the arrangement doesn't work out." An agency may be able to provide a substitute caregiver if your primary home aide is out sick or on vacation, which can save you a lot of frantic last-minute phone calls.
Keep in mind that agency caregivers are bonded and insured, and they're trained in the basics of care, and usually in CPR and first aid as well. Agency employees are expected to abide by an ethics policy and company rules. And agency CNAs may also have nurses checking in on them to make sure all is well and to offer advice.
Particularly if you live far from your parents, or don't want to get involved with supervising an at-home caregiver day-to-day, an agency can do some of that for you.
Finding a gem of an at-home caregiver
Whether you choose to hire independently or go through an agency, doing some homework on your candidates will help ensure that you hire a reputable worker.
An excellent way to find a high-quality agency is Medicare's new Home Healthcare Compare tool, which allows you to search for agencies in your area that have met with Medicare's approval. The site gives a summary of statistics on the quality of each agency, such as "percentage of patients who get better at walking around," that you can use to guide your decision.
Also look for an agency that's licensed (if state law requires it) and that has liability insurance. Check to make sure the agency's caregivers are bonded and insured and that they're screened for communicable disease like tuberculosis, since the elderly are especially vulnerable to these.
If you hire someone yourself, it's a good idea to find an individual who has (or who once had) a home health aide license, so you know a registered nurse has trained the person in the basics of care. Also get a criminal record check from a service such as Intelius or SentryLink and always call references. There are always a few bad apples who'll take advantage of vulnerable clients -- make sure you don't unwittingly hire one. "If the person doesn't want to submit to a reference check, that's not the person you want -- it's a big red flag," says Dollar.
It's important to find an at-home caregiver your parents are comfortable with. When you're interviewing caregivers, include your parents and make sure they interact well with the aide. Do they communicate well with each other? Are there language barriers? Do your parents enjoy the person's company? "Having shared interests can make a big difference," says Dollar. "One of my clients loved NASCAR and found a home health aide who did, too. They immediately hit it off."

If you choose to hire an at-home caregiver independently, the first thing you need to decide is whether to treat the person as an employee or as a contractor. If you hire an employee, you'll be legally responsible for paying taxes and benefits such as Social Security and Medicare (FICA), income tax withholding, and unemployment tax. Payroll preparation agencies such as Paycycle and SurePayroll can help you with the accounting and paperwork.
If you hire the worker as a contractor, you'll still have to file a 1099 form with the IRS on any wages you pay over $600 per year. However, the aide would be responsible for paying her own taxes.
If you choose to hire independently, you may want to consult a lawyer and an accountant to make sure you're meeting your legal and financial obligations to the employee and to the state and federal governments.

If your parents need full-time care, you'll need to hire at least two caregivers. Nobody wants to work seven days a week, complications will arise in any aide's schedule, and turnover is really high in this field, so if you hire two at-home caregivers, they can trade off and you can protect yourself from being left in the lurch with no help. One way to ensure a smooth handoff is to schedule a half hour of overlap between their shifts so that they can debrief each other on any issues that may have come up during the prior day or shift. If they work on different days, ask them to keep notes in a designated notebook about changes in routine or any concerns.
If you hire the caregiver through an agency, ask about backup provisions for when your aide is sick or on vacation -- or if he quits the agency. Does the agency provide an alternate? Is there an extra charge for this service?

"One big mistake people make when hiring an aide is to say, 'Your job is to take care of Dad,'" says Dollar. "That's not good enough -- you need a detailed job description." Do you expect the aide to cook? Clean? Do laundry? Pick up medications from the pharmacy and run errands? Will she bring her own lunch or cook and eat with your parents? You need to make your expectations clear. You also need to tell the aide when her routine evaluations and raises will occur. If you put all these details in writing, you won't run the risk of disappointment once you've hired your aide, and you'll have better luck keeping her on board.
"You should also enlighten your parents about what they should -- and shouldn't -- be asking for," says Silverman. If the contract doesn't say the aide will wash the floors, your parents shouldn't demand it.
Setting clear rules about food and cooking is also important, says Silverman. "One problem I often see is that the way the aide eats may not be the way the parents eat. You need to make sure an aide will shop and cook for your parents' dietary needs, not according to her own habits."
Keep in mind that aides are employees; don't try to make them your friends. "People are so happy to have help that they often treat the employee like a friend, and that creates problems down the line," says Dollar. If your employee thinks of herself as your pal, she may be more likely to take liberties such as bringing her kids or pets to work, or she may bridle when you assert your authority and request a change. The bottom line: keep it professional.
