Lost data may have exposed 800,000 people in Calif

LOS ANGELES (AP) ? A disaster preparedness exercise to ensure California's child support system could be run remotely went smoothly, except for one casualty: the names, Social Security numbers and other private records of about 800,000 adults and children.

Four computer storage devices for the California Department of Child Support Services went missing somewhere between Boulder, Colo., and Sacramento earlier this month while they were in the possession of IBM and Iron Mountain, Inc, the department announced Thursday.

The backup storage cartridges also contained addresses, driver's license numbers, names of health insurance providers and employers for custodial and non-custodial parents, and their children.

The cartridges had been sent to IBM's facility in Boulder as part of a disaster simulation, so the technology company could test whether it could run the state's child support system remotely, said Christine Lally, a spokeswoman for the state's Office of Technology Services.

After testing was completed successfully, the data cartridges were to be sent back to California. Typically, secure transportation for sensitive materials are provided to the state through Iron Mountain but the company doesn't fly, so FedEx transported the cartridges.

"We believe that the container was not properly secured, thus allowing the container to open and then spill out," Lally said.

IBM did not immediately respond to a call seeking comment.

The department has notified all those possibly affected by the March 12 data loss via mail, and has notified the three major credit reporting agencies, the state attorney general's office and the state Office of Privacy Protection.

The child support department is recommending that those affected by the breach place a fraud alert on their credit cards, get copies of their credit reports and take other appropriate steps to protect their identities.

The agency's interim director, Kathleen Hrepich, says the incident won't affect the processing of child support cases.

There's a chance the information from the California Department of Child Support Services won't be accessible because a specialized machine is needed to run the cartridges the data is stored on, and special hardware and software are needed to read it, said Lally.

"(A data cartridge) is definitely not something that you or I could just pop into our laptop," Lally said.

Thursday's announcement isn't the first time massive amounts of personal information entrusted to IBM has been lost.

Last March, IBM informed insurer Health Net that the company could not find drives containing information for 1.9 million enrollees. The lost information included financial information, Social Security numbers and health histories.

The state's contract with IBM for the disaster services contract began August 1, 2008, and expires July 31, 2012.

"Obviously, the California state agency picked IBM because it trusted its expertise in securing highly sensitive personal data," said Beth Givens, director of the Privacy Rights Clearinghouse.

"Unfortunately, we can't assume that our sensitive personal information is safeguarded to the extent that it should be," Givens said.

The San Diego-based organization tracks data breaches and estimates at least 550 million personal records have been breached since it began tracking them in 2005.

Nerves are delicate, however, and only time will tell if they'll recover enough for the 35-year-old four-time NFL MVP to be the quarterback he once was.

"His risk really is very low," said Dr. Robert S. Bray Jr., who has worked with NHL star Sidney Crosby and whose DISC Sports & Spine Center provides medical services for the U.S. Olympic team.

"If I was a team, I'd ask, 'Did (the fusion) heal? Do you have a CAT scan that showed it healed? Is the rest of neck in pretty good shape?'" Bray asked. "If those two answers are yes, then it gets down to, 'OK, get out on the field and show me you can perform,' because it will only get better from here with time."

Manning missed the entire 2011 season with a damaged nerve that caused weakness in his right arm and required multiple neck surgeries, including a single-level fusion in September. He has brushed off questions about retirement, insisting that ? after parting ways with the Indianapolis Colts on Wednesday ? he still wants to play.

And there's no risk to him doing so, say several doctors in the field who have not examined Manning. Dr. Robert Watkins, Manning's surgeon, is not commenting on the quarterback, his office said Thursday.

Manning had at least two procedures between February 2010 and September 2011 to relieve pressure on a pinched nerve, the cause of the weakness in his throwing arm. When those didn't work, Watkins did the fusion, removing the troublesome soft disk tissue between two vertebrae and fusing the bones together.

The fusion normally takes four to six months to heal and, much like any other broken bone, it becomes even stronger afterward. But just as someone who tries playing with a still-broken arm risks additional injury, so did Manning if he'd returned before the fusion was solid.

But Manning was "working with the best," Bray said, and there's no way Watkins would have allowed the quarterback to play without being certain the fusion had healed. Watkins announced Feb. 2 that he had cleared Manning to play football again.

"In the field of spine surgery and professional athletes, we have a fairly strong consensus that if you have a one-level cervical fusion, you can recover and go back and safely play," said Dr. William Tobler, a neurosurgeon at the Mayfield Clinic in Cincinnati who has done four fusions on NFL players, including four-time Pro Bowl linebacker Chris Spielman, all of whom returned to the field.

"If the fusion heals, the neck is stable so, presumably, you can take all the hitting and impact."

Then it's a matter of the nerve regenerating.

"Nerves are just wires and the muscle is where the wire plugs into," said Dr. Charles Bush-Joseph of Midwest Orthopaedics at Rush University, team doctors for the Chicago Bulls and Chicago White Sox. "Obviously he's got all the intelligence and the skill set. It's a matter of strength. Can he get his arm to do what his mind and eyes want him to do?"

And that takes time.

Unlike a sponge, which springs right back after someone stops pressing down on it, a nerve is more like a piece of cooked spaghetti, Tobler said. Press on it, and the indentation remains after the finger is lifted.

"It isn't like a light switch," Bray said. "But if you get the pressure off, then the nerve kicks in progressively over time."

While there's no guarantee Manning will ever fully recover, Bray said nerves tend to heal more and for a longer period of time when patients are young and healthy.

Manning said Wednesday he is not completely recovered, but insisted he's closer than ever.

"I'm throwing it pretty well. I still have some progress to make, but I've come a long way," Manning said. "That's been the most fun part is being back out there on the field. I'm doing better, I continue to work hard and hope to continue making progress."

Scientists discover 'Achilles' heel' of clot-buster

Everyone is familiar with the pain of skinned knees. However, the complex pathway of proteins that works behind the scenes after the bleeding has stopped is not as well known. Central to this process is the production of plasmin, a powerful blood enzyme that disposes of blot clots. Doctors also harness the "clot busting" abilities of plasmin to treat patients who suffer heart attack or stroke. Now, a study published by Cell Press on March 8th in the journal Cell Reports provides remarkable new insight into how plasmin is produced. This work may lead to more effective clot-busting drugs.

Plasmin is released into the blood in an inactive form called plasminogen. Circulating plasminogen is curled up in a "closed," activation-resistant form. In order for plasminogen to be converted to plasmin, it must first undergo a dramatic change in shape and "open" itself up. "We know that activation of plasminogen is tightly regulated," explains senior study author, Prof. James Whisstock, from Monash University in Melbourne, Australia. "However, without knowing the atomic details of the closed form of plasminogen, it is impossible to understand what causes it to change shape and how it is converted to plasmin by plasminogen activators."

Researchers from Monash University and the Australian Synchrotron have now solved the long-sought-after atomic structure of closed plasminogen. "We were very surprised to find that a simple sugar tethered to plasminogen guards access to the site of activation," says Dr. Tom Caradoc-Davies, from the Australian Synchrotron. Most remarkably, however, the researchers also found that plasminogen plays a kind of peek-a-boo with the blood clot. "We found one part of plasminogen seems to be very unstable and transiently opens up a tiny bit. Proteins in the blood clot bind to this 'Achilles' heel' when it is exposed, trapping plasminogen in the open form that can be activated," says lead author, Dr. Ruby Law, from Monash University.

"We use plasminogen-activating drugs to treat stroke and other life-threatening disorders associated with blood clots. However, until now, the molecular details for these therapeutic effects have never been understood," concludes co-senior author, Paul Coughlin, a clinical hematologist from the Australian Centre for Blood diseases. "Now, with the structure of plasminogen and an enhanced understanding of how it is converted to plasmin, we finally have a platform to develop new and more effective clot-busting therapeutics."

iRobot's 'throwable' 110 FirstLook bot gets drafted into the military (video)

There's something pretty damn appealing about a controllable robot that can be hurled through a window and live to tell the tale. It looks like the military brass agree; The Joint Improvised Explosive Device Defeat Organization (JIEDDO) has ordered over 100 of iRobot's 110 FirstLook scouting units. Unsurprisingly, these robots are tougher than your garden variety RC vehicle. Aside from managing our desperate throws, these can survive 15-foot drops, self-right, relay radio communication over a digital mesh network and feed back video from its four built-in cameras. After a year of internal testing, the bots will get their first on-the-job trial in an "operational assessment" later this spring. Check out the (military) man-toy in action right after the break.
